    In researching this - it appears this is #682 Inklinat.  I don't know how to use it or much about it but this is what I have found:
    This is an inclination level with a horizontal vial.
    It has an additional rotating vial to transfer inclinations.  (I haven't found how to rotate this vial)
    This is a drawing aid for 45, 60 & 120 degrees with mm-graduation at the measuring plane.
    I think it's called a BMI Inklinat Plastic Spirit Level.
    It is a plastic level
    It measures approximately  9 7/8" x 2 1/4" x 3/4"
    Appears to be in almost new condition - maybe some light scratches when held to a light.  But I don't know how to rotate...
